基层气象防灾减灾工作的重要性及现状

摘要 随着环境的恶化，我国各种极端天气频繁发生，严重威胁着人民的生命和财产安全。本文介绍了基层气象防灾减灾工作的重要性，并从基层各乡镇防灾减灾站点建设和基层灾害预警信息发布渠道2个方面分析了相关工作现状，以期为加强基层气象防灾减灾建设、提高防灾能力提供借鉴。

Importance and Current Situation of Meteorological Disaster Prevention and Reduction Work at Grass-roots Level

Abstract With the deterioration of environment，all kinds of extreme weather occur frequently in China，and seriously threaten the safety of people′s lives and property. The importance of grass-roots meteorological disaster prevention and reduction work was introduced，and the current situation of related work was analyzed from the construction of disaster prevention and reduction sites in the grass-roots villages and towns and the channel of disaster warning information distribution at the grass-roots level，so as to provide references to enhance the construction of disaster prevention and reduction in grass-roots level and improve the ability of disaster prevention.

气象灾害是指台风、暴雨、大风、低温、高温、干旱、雷电、霜冻、森林火灾、疫情、地质灾害、草原火灾等灾害。随着环境的恶化，我国气象灾害越来越严重，各种极端天气频繁发生，暴雨引起的洪水和山洪严重威胁着人民的生命和财产安全。目前，气象灾害占中国自然灾害的70%，气象灾害造成的直接和间接损失难以估量。近年来，气象防灾减灾已成为我国经济社会发展中的热点问题，国务院已在《国防气象灾害规划（2009—2020）》中发布了防灾减灾政策文件，该文件指出加强气象防灾组织能力建设，特别是建立改进和完善气象防灾减灾防御系统，需要各级政府高度重视气象防灾减灾工作，加强基层气象防灾减灾建设成为当务之急。
